We're off to a running start for the new century and new millenium! I'm looking forward to serving you as
chair of ILA/GODORT during the coming year. Thank you to Joy Tofteland
(Vice-Chair/Chair Elect) and Joyce Lindstrom (Secretary/Treasurer) for agreeing
to serve on the Executive Board for 2000.
With help and input from Greg Wool and Hank Zaletel, Joy, Joyce and I are
planning several activities for the year.
Since this is the year of the Census, we have invited Matthew Millbrot,
an Information Specialist from the Kansas City Regional Office of the Census
Bureau, to be with us at our 15th annual Documents Workshop on July
21, at ISU. The workshop will include information about the 2000 Census products
and some time for hands-on use of American FactFinder, the Census Bureau's
web-based data dissemination system.
Matthew will be joined by Beth Henning from the State Census Data Center
in presenting a concurrent session at the ILA Fall Conference. They will be
showing us some of the Census products and services that will be available to us
this time around. In answer to
concerns about the status of the state depository system, we are also hoping to
have a concurrent session at ILA on that topic.
Other plans include establishing a presence for GODORT on ILA's Web page
and having a display of notable documents at the Fall ILA Conference.

Iowa State Documents Depository Program Update
Dreama
Deskins, DKD Consulting, and formerly, BCR Senior Member Services Librarian, has
been hired by the State Library on a contract basis from March through June to
do retrospective cataloging of Iowa state documents issued prior to 2000. Dreama will concentrate on cataloging
serials which have not been placed in storage during renovation of the Miller
State Office (Old Historical) Building.
Holdings information will also be added to theState Library's online
catalog.
The new State Library website was published in February. Several State Documents Center web pages were created, and Center staff will receive training in using FrontPage web software this spring. Currently, at http://www.silo.lib.ia.us/stdocsctr/statedocshomepage.htm, one can find the names of participating depository libraries and a selected list of core documents with their retention schedules, as well as links to the State Library's online catalog, the official State of Iowa website, and Iowa library directories. Depository shipping lists, with links to corresponding state government information on the Internet, will be posted next.
State
Library staff members have met with several vendors in recent months to gather
information regarding the digitization of state publications for the State
Documents Depository Program.
Linking images to bibliographic records in the online catalog is one
option which has been discussed.
Staff will be doing further research on the subject and exploring
alternatives which are available.
A
legislative bill (Senate Study Bill 3194) was introduced during this session of
the Iowa General Assembly which would require state agencies to make their
mandated reports available electronically and would also require the State
Librarian to ensure distribution to libraries. Staff from the State Library, State
Archives, and Iowa Dept. of General Services were invited to meet with
Information Technology Services staff in late 1999 to discuss how the bill
should be written and the process implemented. While Senate Study Bill 3194 did not
make it out of committee, a similar proposal was incorporated into the language
of Senate File 2395, a bill creating the Information Technology Department. An electronic repository, to be
maintained by this department in consultation with the State Librarian, would be
developed for the purpose of providing and protecting public access
to mandatory state government reports while reducing printed
copies.
Summer Workshop July 21 in Ames
The
Workshop Committee is busy preparing for the July 21 Workshop in Ames. The
workshop will be held at the ISU Library and the morning session will feature a
presentation by Matthew
Millbrot, an Information Specialist from the Kansas City Regional Office of the
Census Bureau, on Census 2000. Hands-on training for AmericanFactfinder will take place
in the afternoon and a tour of the library will round out the day. Registration forms will be
forthcoming. Please reserve this
date and plan on joining us for an informative
session.
MINUTES OF THE ILA/GODORT BUSINESS MEETING
October 15, 1999
The
annual business meeting of the Iowa Library Association Government Documents
Roundtable was called to order in the Capitol Room of the Holiday Inn Five
Flags, Dubuque, at 8:10 AM on Friday, October 15, 1999 by the Chair, Greg
Wool. Others present were Karen
Dole, Hank Zaletel, Barbara Corson, Bill Sayre, Kathy Parsons, Joyce Lindstrom,
Mary McInroy, Beth Clausen, Carolyn Kohler, Nancy Geiger, Fred Chenery and Roy
Kenagy.
The
minutes of the previous business meeting were approved as read. The Chair announced that the drawing for
the state documents in the GODORT display would take place at 10:30 that
morning. Dole reported that the
following members had agreed to serve as officers for next year: Chair, Karen Dole (North Iowa Area
Community College); Vice-Chair/Chair-Elect, Joy Tofteland (Kirkendall Public
Library, Ankeny); Secretary/Treasurer, Joyce Lindstrom (Iowa State
University). This slate of officers
was elected unanimously.
A
report and discussion of current conditions regarding access to Iowa documents
ensued: Kenagy
reported on progress toward reviving the state depository program. He introduced Corson, newly hired by the
State Library to provide reference and document-delivery services for Iowa
documents. The State Library spent
the summer moving from one end of its building to the other because of
renovations. Because the floors in
their temporary space are not load-bearing, two-thirds of the collection has had
to be moved into offsite storage.
The state documents are mostly on microfiche and had to be shrink-wrapped
for storage; only heavily-used items are out and available. In response to a question, Kenagy stated
that the items in storage would remain there for two to four more years. Because of projected further
renovations, a return to normal operations is five or six years
away.
The
State Library is seeking a vendor to catalog all current and backlogged state
documents. The Department of
General Services has been notified that if it does not have a digitization
program in place soon, a vendor will also be hired to digitize the state
documents, and work should be underway within a year. Zaletel asked whether grassroots
pressure might speed things up, and Kenagy said no, but librarians are welcome
to make their interest and concerns on the matter known.
Wool
asked whether the University of Iowa, as the other full depository library, is
getting all the state documents it is supposed to; Kohler responded that it is
receiving what the agencies release, but that the fugitive documents problem is
growing. Kenagy noted that the
state agencies want to publish more of their documents electronically, and that
Nancy Lee, the head of the depository program, now has additional
responsibilities and is essentially having to do two full-time
jobs.
The meeting adjourned at 8:45 AM.

Annual Report--Government Documents
Roundtable--Iowa Library
Association
PURPOSE
The
purpose of the Government Documents Roundtable is to promote documents library
service by providing an avenue for discussion of problems and concerns and for
exchange of ideas among librarians working with government publications in all
types of libraries.
The
14th Annual Government Documents Workshop took place July 16 at the
State Historical Building in Des Moines.
The focus was on libraries within Iowa state government, with
presentations by Mary Jo Bruett (Dept. of Education), Mandy Kirchner (Dept. of
Commerce), Sharman Smith (State Library), Jeffrey Dawson (State Archives), Hank
Zaletel (Dept. of Transportation), and Kay Elliott (Dept. of Human Services) on
their libraries’ collections and services.
A tour of the State Archives and opportunities to visit the State Law
Library; the Library for the Blind and Physically Handicapped, and the libraries
of the State Historical Society, the Legislative Service Bureau, and the
departments of Education, Commerce, and Human Services rounded out the day. The workshop attracted 25 participants
from across the state.
GODORT
sponsored a session at the ILA Fall Conference in Dubuque at which Randy
Patterson, a cartographer at the Iowa Department of Transportation, spoke on
“Iowa Maps from the DOT: How They
Are Made, What’s Available, How They Can Be Used.” In addition, the GODORT Executive Board
mounted a display of Library
Journal’s 1998 Notable Government Documents and Iowa Depository Program Core
Documents. The Iowa documents were
given away in a drawing to Dan Horwath of the Clinton Public Library.
