Introduction

The Congressional Research Service (CRS), within the Library of Congress, works exclusively as a reference and research service for the U.S. Congress. CRS prepares studies and issue briefs on a variety of topics providing background information for investigations and legislative proposals under study by Congress. CRS Reports are succinct discussions of timely issues, often fifty pages or less, and hold significant research value. Most CRS Reports are not reprinted in other congressional publications.
