Submissions with due dates on or after May 25, 2026 will be required to utilize the new, simpler format.<\/p>\n<p>NIH has said that the plan format will be made available after OMB approval.<\/p>\n<p><strong>NIH has provided links to a template and instructions for this 2026 version on the <a href=\"https:\/\/grants.nih.gov\/grants-process\/write-application\/forms-directory\/data-management-and-sharing-plan-format-page\">Data Management and Sharing Plan Format Page<\/a>.<\/strong><\/p>\n<p>Some key points<a href=\"#note1\"><sup>1<\/sup><\/a>:<\/p>\n<p>\u2022 <strong>The <\/strong><b>new plan is required<\/b> \u2014 across all NIH ICs starting May 25, 2026 (unless a NOFO states otherwise)<br aria-hidden=\"true\" \/>\u2022 <b>No transition period<\/b> \u2014 older formats will not be accepted after May 25, 2026.<br aria-hidden=\"true\" \/>\u2022 <b>Still reviewed at JIT<\/b> for most applications<br aria-hidden=\"true\" \/>\u2022 <b>Strict word limits<\/b>, especially in the new structured sections<br aria-hidden=\"true\" \/>\u2022 <b>No sample plans will be provide before May 25<\/b> \u2014 NIH does not anticipate releasing examples; Data Type<\/h3>\n<p>Summarize the type(s) of scientific data you expect to collect or generate that will be necessary to validate your findings.<\/p>\n<ul class=\"simple-checkbox-list\">\n<li>List and describe the <strong>types of data<\/strong> that will be created or used as part of the study, including:\n<ul class=\"simple-checkbox-list\">\n<li>Types of data, <a href=\"https:\/\/www.lib.uiowa.edu\/data\/manage\/file-formats\/\">file formats<\/a>, size, and number of files (estimate quantities as necessary).<\/li>\n<li>Describe which data from the project will be preserved and the reasoning.<\/li>\n<li>Describe aggregation, de-identification, or processing\/cleaning that will be done prior to sharing.<\/li>\n<li>Describe the source(s) of any secondary data or previously collected data to be used in the project.<\/li>\n<\/ul>\n<\/li>\n<li>Describe the <strong>metadata and other documentation<\/strong> that will be shared with your data to facilitate interpretation, such as:\n<ul>\n<li><a href=\"https:\/\/www.lib.uiowa.edu\/data\/share\/metadata\/#readme\" target=\"_blank\" rel=\"noopener\">Readme files<\/a><\/li>\n<li>Minimum Information about an Experiment (see also 3. Related Tools, Software, and\/or Code<\/h3>\n<p>Identify <strong>hardware, software\/code or other tools necessary<\/strong> to access or manipulate the shared data.<\/p>\n<ul class=\"simple-checkbox-list\">\n<li>State whether or not specialized software, code\/scripts, or hardware are needed.<\/li>\n<li>For each tool that is necessary, list:\n<ul>\n<li>Software version number and operating system, if applicable.<\/li>\n<li>Describe how the tool can be accessed (e.g., open source and freely available, generally available for a fee in the marketplace, or available only from the research team or some other source). For instance, see <a href=\"https:\/\/www.lib.uiowa.edu\/data\/share-and-preserve-your-code\/\" target=\"_blank\" rel=\"noopener\">sharing code<\/a>.<\/li>\n<li>How long they will be available (if known).<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<h3 id=\"standards\">3. Standards<\/h3>\n<p>List the standards that will be used for sharing the data and metadata. Data Preservation, Access, and Associated Timelines<\/h3>\n<p>Provide details and timelines for sharing and preserving data for long term usability.<\/p>\n<ul class=\"simple-checkbox-list\">\n<li>Name the repository(ies) where data will be archived:\n<ol>\n<li>Does the Funding Opportunity specify a repository?<\/li>\n<li>Does the Institute or Center specify certain repository(ies)?<\/li>\n<\/ol>\n<\/li>\n<\/ul>\n<p>Selecting a repository: see the <a href=\"https:\/\/grants.nih.gov\/policy-and-compliance\/policy-topics\/sharing-policies\/dms\/selecting-a-data-repository\" target=\"_blank\" rel=\"noopener\">NIH Guide <i class=\"fas fa-external-link-alt\"> <\/i><\/a>, <a href=\"https:\/\/www.nlm.nih.gov\/NIHbmic\/domain_specific_repositories.html\" target=\"_blank\" rel=\"noopener\">NIH Domain-Specific Repositories <i class=\"fas fa-external-link-alt\"> <\/i><\/a>, and <a href=\"https:\/\/www.lib.uiowa.edu\/data\/share\/data-repositories\/\" target=\"_blank\" rel=\"noopener\">our guide<\/a>.<\/p>\n<p>If no domain repository exists, we <a href=\"https:\/\/www.lib.uiowa.edu\/data\/share\/iro\/\" target=\"_blank\" rel=\"noopener\"><strong>strongly recommend<\/strong> using Iowa Research Online (IRO)<\/a> over other generalist repositories (<a href=\"https:\/\/blog.lib.uiowa.edu\/news\/2023\/02\/20\/why-iowa-research-online-is-an-ideal-place-for-your-data\/\">more reasons why you should use IRO<\/a>).<\/p>\n<ul class=\"simple-checkbox-list\">\n<li>Specify which type of unique identifier is used by the repository (DOI, handle, ID number, accession number) (NOTE: an identifier is not required at time of DMS plan submission).<\/li>\n<li>If the repository(ies) has\/have particular metadata standards (not usually described), list in the standards section.<\/li>\n<li>Revisit your data list from section 1 and\n<ul class=\"simple-checkbox-list\">\n<li>Describe when each of the types of data from Section 1 will be made available (portions of the data may be released at different times). Access, Distribution, or Reuse Considerations<\/h3>\n<p>Describe how sharing will be maximized while respecting restrictions.<\/p>\n<ul class=\"simple-checkbox-list\">\n<li>Is there a <a href=\"https:\/\/www.lib.uiowa.edu\/data\/share\/licenses\/\" target=\"_blank\" rel=\"noopener\">license<\/a> you will use (check with the repository for options) to enable or restrict reuse and redistribution? We recommend <a href=\"https:\/\/www.lib.uiowa.edu\/data\/share\/licenses\/#data\">Creative Common licenses<\/a> for data.<\/li>\n<li>Describe any considerations that may affect the extent of data sharing:\n<ul>\n<li>Legal (e.g., licenses, intellectual property)<\/li>\n<li>Technical considerations or limitations<\/li>\n<li>Ethical (e.g., protecting human subjects)<\/li>\n<\/ul>\n<\/li>\n<li>Rather than refraining from sharing altogether, consider whether data can be shared through a <a href=\"https:\/\/grants.nih.gov\/policy-and-compliance\/policy-topics\/sharing-policies\/accessing-data\/requirements\">controlled access repository<\/a>, or via a <a href=\"https:\/\/dsp.research.uiowa.edu\/types-contracts-and-model-contracts\/data-sharing-and-use\">data use agreement<\/a>. If there are intellectual property concerns, consider if an embargo (no access for a specified amount of time) would suffice.<\/li>\n<li>If you have human subject data, describe how you will protect the privacy, rights, and confidentiality of study participants (de-identification, etc.).<\/li>\n<\/ul>\n<table style=\"width: 100%;padding-bottom: 12px\">\n<tbody>\n<tr>\n<td style=\"width: 5%\"><\/td>\n<td style=\"width: 95%;border-left: 5px solid #ffca33;padding-left: 7px;border-top: 1px solid #b4b3b1;border-right: 1px solid #b4b3b1;border-bottom: 1px solid #b4b3b1\"><strong>Expectations for human genomic data subject to the GDS Policy:<\/strong><\/p>\n<ul class=\"simple-checkbox-list\">\n<li>Informed Consent Expectations:\n<ul>\n<li>For research involving the generation of large-scale human genomic data from cell lines or clinical specimens that were created or collected <strong><u>AFTER<\/u> the effective date of the GDS Policy (January 25, 2015):<\/strong>\n<ul>\n<li>NIH expects that informed consent for future research use and broad data sharing will have been obtained. This expectation applies to de-identified cell lines or clinical specimens regardless of whether the data meet technical and\/or legal definitions of de-identified (i.e. the research does not meet the definition of \u201chuman subjects research\u201d under the Common Rule).<\/li>\n<\/ul>\n<\/li>\n<li>For research involving the generation of large-scale human genomic data from cell lines or clinical specimens that were created or collected <strong><u>BEFORE<\/u> the effective date of the GDS Policy:<\/strong>\n<ul>\n<li>There may or may not have been consent for research use and broad data sharing. NIH will accept data derived from de-identified cell lines or clinical specimens lacking consent for research use that were created or collected before the effective date of this Policy.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n<li>Institutional Certifications and Data Sharing Limitation Expectations:\n<ul>\n<li>DMS Plans should address limitations on sharing by anticipating sharing according to the criteria of the <a href=\"https:\/\/sharing.nih.gov\/genomic-data-sharing-policy\/institutional-certifications\/about-institutional-certifications\">Institutional Certification <i class=\"fas fa-external-link-alt\"> <\/i><\/a>.<\/li>\n<li>In cases where it is anticipated that Institutional Certification criteria cannot be met (i.e., data cannot be shared as expected by the GDS Policy), investigators should state the institutional Certification criteria in their DMS Plan, explaining why the element cannot be met, and indicating what data, if any, can be shared and how to enable sharing to the maximal extent possible (for example, sharing data in a summary format). In some instances, the funding NIH ICO may need to determine whether to grant an exception to the data submission expectation under the GDS Policy.<\/li>\n<\/ul>\n<\/li>\n<li>Genomic Summary Results:\n<ul>\n<li>Investigators conducting research subject to the GDS Policy should indicate in their DMS Plan if a study should be designated as \u201csensitive\u201d for the purposes of access to Genomic Summary Results (GSR), as described in <a href=\"https:\/\/grants.nih.gov\/grants\/guide\/notice-files\/NOT-OD-19-023.html\" target=\"_blank\" rel=\"noopener\">NOT-OD-19-023 <i class=\"fas fa-external-link-alt\"> <\/i><\/a>.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<h3 id=\"oversight\">6. Oversight of Data Management and Sharing<\/h3>\n<p>Identify who will be responsible for plan compliance and oversight.<\/p>\n<ul class=\"simple-checkbox-list\">\n<li>List names and titles\/roles of everyone who will be responsible for monitoring compliance with the data management plan and updating it as needed.<\/li>\n<li>State how often compliance with the data management plan will be verified (e.g., every ___ months, on the first of each month, etc.).<\/li>\n<\/ul>\n<p><span style=\"font-size: 10pt\">This checklist is based on one created by the <a href=\"https:\/\/osf.io\/uadxr\/\" target=\"_blank\" rel=\"noopener\">NIH DMSP Guidance for Data Support Services Working Group <i class=\"fas fa-external-link-alt\"> <\/i><\/a>, with modifications and additional links by Brian Westra.
